What if, every time we built or retrofitted something, the communities and ecosystems around us got better? This is a goal few would disagree with, but of course the question is how?

The Regenerative Places Framework Task Group will explore this crucially important challenge, building the compelling case to industry and policy makers for the benefits of place-based regenerative approaches, and examining the pathways, approaches, and shifts in practice needed to achieve more regenerative outcomes on projects.

The Task Group will consider how regenerative approaches can be applied to the retrofit of existing homes and communities at scale, and additional housing that meets local community needs and aspirations. Informed by UKGBC’s Regenerative Places programme, including the Local Authority Retrofit Accelerator pilot projects delivered by The MCS Foundation, this project aims to develop guidance for industry and policy makers on how to embed regenerative approaches into projects from the earliest design stages, delivering tangible social, environmental and long-term economic value. With nearly 19 million poorly rated homes and interconnected housing and climate challenges, there’s a pressing need for transformative action.

The project aims to:

Clarify and define

place-based regenerative approaches through a shared industry language to guide better decision-making and project outcomes

Explore

the real-world social, environmental and long-term economic benefits of embedding regenerative principles, equipping stakeholders to advocate for and adopt these approaches.

Provide guidance

on how to embed regenerative principles early in retrofit and housing development-focused projects as a catalyst for wider community and ecosystem benefits.

Task Group Purpose

The Task Group will contribute significantly to the project’s core content. It will ensure that the guidance builds on existing industry knowledge and initiatives and that the output is of a quality and form that is practicable to the intended industry professionals. We will therefore be seeking a level of knowledge and understanding of existing/emerging related industry initiatives.

To address the wide range of local benefits to regenerative approaches, and in line with this project’s systems-led and place-based approach, we are keen to involve representatives from non-member organisations that are part of wider stakeholder ecosystems. These include, but are not limited to:

  • National community organisations / networks (including community energy, community land trusts, housing and tenant associations, and social justice advocates)
  • National wildlife and environmental organisations / networks
  • Training and skills providers
  • Public health bodies
  • Energy generation and supply organisations

The built environment is responsible for 25% of the UK’s greenhouse gas emissions and to rapidly decarbonise the industry must mobilise towards this common goal. At the core of any industry’s activity are complex supply chains that necessitate collaborative work to gain the clarity, agreement and support needed for climate action. For most built environment organisations, emissions within their supply chain make up the largest proportion of their carbon footprint, so simply addressing one’s own, direct emissions is not sufficient. To address this challenge, Ä¢¹½Ö±²¥ working with industry experts to establish an ongoing workstream that will bring cross-sector collaboration to overcome some of the barriers and challenges facing supply chains.

Over the last 6 months, the Advancing Net Zero team at UKGBC have been meeting with our members to gather perspectives from all areas of the supply chain and help to pinpoint the topics where UKGBC can drive change and impact.  

Project Scope

Following our scoping phase, it is expected that over the coming years the overall stream of work will cover the following six key topic areas:

Supplier/SME Engagement

Establishing and maintaining effective relationships early in the supply chain.

Low Carbon Materials

Combatting the risks associated with low carbon materials and matching the increased demand

Cost

The associated costs of innovative products and sustainable practices

Knowledge and Skills

The lack of awareness around embodied carbon and the associated impacts

Data

Absence of a clear standardised process to tracking and reporting data

Procurement

Accessible and practical routes to sourcing low carbon materials

Task Group Purpose

The work involved in this workstream will be supported by a specialist Task Group. The Task Group will be responsible for inputting into the scope, attending a series of focused workshops, and drafting and reviewing elements of any final outputs.ÌýÌý

The Task Group will work towards the following key objectives:ÌýÌý

  • Identify and review existing industry guidance to inform scope and content of the eventual output.Ìý
  • Reflect on your or your clients’ experiences in defining and implementing supply chain decarbonisation, providing insight into key challenges and solutions.Ìý
  • Work with UKGBC to develop the actions and work that will be undertaken during the first year of the Supply Chain Decarbonisation workstreamÌý
  • Co-create, develop and draft content for any outputs that the task group determine are neededÌý

 

 

Task group applicants should be able to demonstrate relevant experience and knowledge in the anticipated topics areas: Procurement, Supplier engagement, SME engagement, or Supply chain management.  

Commitments and responsibilities

Contribute a minimum of 8 hours per month between January and December 2025, inclusive of workshop times.

Support the development of outputs throughout the programme, including attending project meetings, reviewing literature, and drafting material.

Provide specialist knowledge and expertise.

Support dissemination of outputs through participation in or presentation at awareness-raising and engagement events.
5
Encourage your organisation to promote the outputs, engaging with your communications (or other internal) teams where relevant.

In 2019, UKGBC’s Advancing Net Zero programme released its Net Zero Carbon Buildings: A Framework Definition report. This was the first attempt at creating a definition of and process for delivering a net zero building in the UK market through consensus, involving contributions from around 70 experts from 50 organisations. In the 5 years since its launch, the Framework Definition has successfully helped stakeholders specify and realise net zero on their construction projects.  

Industry is now gearing up for the first release of the UK Net Zero Carbon Buildings Standard, which will provide a set of criteria and performance requirements for a net zero building, along with a robust approach to verifying that those requirements are met. The Standard is a collaborative initiative between UKGBC and 11 other organisations active in the UK built environment, supported by over 300 sector experts.  

In light of the forthcoming Standard, UKGBC intends to evolve the Framework Definition to ensure it continues to provide valuable guidance to those in industry seeking to design, deliver, or operate a net zero carbon building in the UK. 

The project aims to:

Provide readers with guidance on how to embed the principles of net zero design, delivery, and operation throughout a project process/programme to support verification against the UK Net Zero Carbon Buildings Standard (NZCBS)

Support wider industry who may not yet be in a position to deliver a building in line with the NZCBS to implement and realise the principles of low carbon building design, delivery, and operation on their projects/assets
3
Highlight areas where policy supporting net zero design, delivery, and operation can be developed to increase demand and competencies focused on net zero carbon buildings.

Task Group Purpose:

The Task Group will be responsible for inputting into the final scope, attending the series of focused workshops, and reviewing material in support of the final output. They will ensure that the guidance builds on existing industry knowledge and initiatives and that the output is of a quality and form that is practicable to the intended industry professionals. Applications for the Task Group are being sought from within the UKGBC membership and we are looking for individuals with a minimum of 5 years of relevant experience or responsibility for defining net zero building project requirements and achieving them.Ìý

The Project will build on the success of our Upgrading Britain’s Homes Project where our national retrofit investment calculator is being used by Opposition parties to develop policy. And it will add surge capacity to our other policy campaigns including on commercial retrofit, embodied carbon, new developments, nature restoration and resilience.ÌýÌýÌý

General elections and new governments are moments when the political and policy kaleidoscope is shaken and major ideas have a chance to break through. But this will take a concerted coordinated campaign to shape the conversation, bring people together around a common-sense agenda and raise the profile of our mission. 

The project aims to: 

  • Champion key policies: UKGBC has been working intensively with members for the past period to bring oven-ready policy proposals to the major political parties, the government and department officials. This will step up over the general election period and beyond with roundtables, bilateral meetings, receptions and events.Ìý
  • Build strong relationships with decision-makers and influencers: UKGBC has been developing relationships with key policy makers, political and policy advisors and some of the most influential back bench MPs and Peers on our agenda. This has already stepped up with a parliamentary lunch in March for a core group of influential parliamentarians.Ìý
  • Raise the voice of the industry: We are getting general election press room ready. Let us know if you would like to join a pool of expert spokes people or champions during the campaign on influential platforms, in the media and across social media.Ìý

Task Force purpose: 

The Task Force will help shape and deliver key aspects of the general election campaign including setting the agenda to respond to announcements, engaging with key policymakers, engaging champions. They will ensure that the campaign raises the voice of progressive voice of our sector to have real impact during this general election period.

The term nature-positive has gained a lot of traction recently and is used frequently in the built environment industry. However, in absence of clear definitions, it can easily be misused, and even give way to unintentional greenwashing.

This project will create a framework definition on the applicability of this terminology for the built environment specifically, with a set of criteria to be required. Similar to UKGBC’s Net Zero Carbon Framework Definition, this would ensure that projects and companies stick to a high standard when using this terminology. The project will clarify to what degree buildings, project, or companies can be described as nature-positive, and under which circumstances. 

This project aims to ensure that the concept of nature positivity translates into the built environment in a meaningful way. It does that by: 

  • Providing rigour and accountability for nature positivity via a stringent and shared set of criteria for the industry  
  • Creating a mutual understanding of the principles behind nature positivity and enable the industry to identify and challenge greenwashing  
  • Developing a clear understanding of the challenges behind the goal of a nature-positive built environment and providing best practice examples

UKGBC will be convening an industry Task Group to lead the development of this publication, in line with the above aims. Key goals of the group are to ensure we build on existing industry knowledge, initiatives, and real-life project experiences, and that the guidance is relevant to industry.ÌýÌý

An overview of the expected programme of works is as shown below. The Task Group will commence in June and will work towards a draft guidance for industry consultation in March 2025. It will consequently review the consultation results and support the development of final guidance through to publication in Summer 2025.ÌýÌý

Stretching commitments are being made by governments, local authorities, industry organisations and individual companies. Achieving these commitments requires radical changes in the way our built environment is planned, constructed, and operated. This is resulting in new challenges that UKGBC members across the industry are seeking solutions for.ÌýUKGBC therefore has an ongoing area of work on Solutions & Innovation to identify innovative solutions, help enable the conditions that support innovation adoption across the industry and create a network around sustainable innovation for the built environment.

Retrofitting commercial property will play a crucial role in achieving our net zero targets. According to UKGBC’s Whole Life Carbon Roadmap, the non-domestic building stock is responsible for 23% of the UK’s operational emissions, with the retail and logistics sectors together accounting for the majority of energy demand and operational emissions. With around 80% of the buildings that will exist in 2050 already built, we need to deliver rapid improvements in the energy efficiency of our current building stock if we are to achieve our net zero ambitions. 

This is why Ä¢¹½Ö±²¥ building on the soon-to-be-published Commercial Retrofit (offices) project, kicking off a project to cover further non-domestic building types. This next phase of the workstream will focus on retail and warehouse buildings and aims to explore the cost, potential operational energy efficiency, and the consequent embodied carbon impact of different retrofit measures. This is intended to inform planned upgrades to existing assets and help overcome common challenges to maximise compliance with future Minimum Energy Efficiency Standards (MEES) and to meet the likely ambition behind emerging net zero carbon performance targets. 

The project aims to: 

  • Develop a suite of evidence that explores and provides the cost, operational energy efficiency potential, and embodied carbon impact (as well as any co-benefits) associated with common retrofit measures for different types of properties in the retail and logistics sectors 
  • Focus on one or more building typologies in the retail and logistics sectors to explore the variety of different challenges faced by stakeholders looking to decarbonise their or their clients’ assets. 
  • Collate real-world examples of retrofit measures (light, deep, optimisation-focused), to illustrate and compare the true impact of different retrofit solutions, showcasing effective outcomes alongside lessons learnt.

This is a critical time for climate action. In the most recent assessment of risks the UK faces from climate related hazards, over 60% were given the highest urgency score, a staggering increase in urgency compared to the previous assessment. Destructive climate impacts and extreme weather changes will affect all members of our society, devastate lives and livelihoods, and have a detrimental impact on the buildings, infrastructure and environments that keep us secure from hazards such as flooding and overheating. However, as noted in the Climate Change Committee’s Investment for a well-adapted UK report, the UK currently lacks associated targets or goals for resilience standards at a national, local or sectoral level.

Following on from UKGBC’s previous work around climate resilience and adaptation, we aim to work with the built environment industry to co-create a sector roadmap for climate resilience in the built environment. By developing science-driven, industry-wide targets to be achieved in the short, medium and longer term, this project could help to fill the urgent and critical gap identified by the CCC – investing in and optimising our built environment for a climate resilient future. This project will follow a similar path of UKGBC’s Whole Life Carbon Roadmap project which provided both the industry and government a common vision and agreed actions for achieving net zero carbon in the built environment.


The project aims to:

  • Define a climate resilient UK built environment;
  • Set science-based targets and measurable metrics for climate resilience;
  • Measure the baseline climate resilience of the UK built environment;
  • Identify the social, economic, political and technical obstacles of climate adaptation;
  • Identify the key actions for built environment stakeholders to ramp up adaptation action; and
  • Identify key resilience and adaptation policies for national and local governments.

Task Group Purpose

The Task Group will contribute significantly to the project’s core content. They will ensure that the guidance builds on existing industry knowledge and initiatives and that the output is of a quality and form that is practicable to the intended industry professionals. We will therefore be seeking a level of knowledge and understanding of existing / emerging related industry initiatives and policies within the Task Groups, for Climate Resilience Roadmap for the UK Built Environment example, TCFD recommendations, the CCC’s third Climate Change Risk Assessment, the third National Adaptation Programme (NAP3).

By becoming a Task Group, your organisation will:

  • be credited with facilitating progress of the project, and positive impact in the built environment
  • take an assisting role in helping to shape the project and associated outputs, as well as how those
    outputs are conveyed to industry to maximise impact and uptake
  • receive brand recognition on final project-related outputs
  • receive bespoke social media assets to help promote your organisation’s support of the project
  • be able to collaborate with other industry leaders and build your organisation’s network.
