Project Overview

245 Hammersmith Road is a 330,000 squarefoot office-led scheme in West London. Thescheme also includes restaurants, retail, a newpublic plaza and secluded park which will beopen to the public. The ambition is for thenew public realm to be an important part ofregenerating the centre of Hammersmith.

Legal & General commissioned SocialValue Portal to quantify the social value ofthe development to help evidence theircommitment to delivering social value,as set out in their corporate social valuepolicy. Whereas most of their real estateportfolio consists of assets that are alreadybuilt, 245 Hammersmith Road provides anopportunity to measure the social valuedelivered through construction.

The results have been shared across thesupply chain, with the council and othercommunity stakeholders. The results of themeasurement during construction phasehave been used by Legal & General andSocial Value Portal to update targets andpriorities for social value delivery in the nextstages of development.

Measurement Approach

The National Social Value Measurement /TOMs Framework was used on this project.The framework was localised to be able toreflect the council priorities and the needs ofthe local community. The Social Value Portalthen embedded the measures onto theonline platform, “the Portal”, to ensure thattargets are met throughout the lifetime of adevelopment.

Measured Outcomes

 

Transparency: The National TOMsFramework and guidance includes publiclyavailable rationales for all proxy values.

External assurance: The contractor and asset owners upload evidence to the Portalwhich is evaluated by Social Value Advisorsto ensure that there is no overclaiming andthe calculated value is accurate and robust.The National Social Value MeasurementFramework was developed by the NationalSocial Value Taskforce, which is a crosssector organisation, chaired by the LocalGovernment Association.

Future considerations: Greater input fromthe local community on the scope of theoutcomes so that the “social value actionplan” for the contractor can respond tothose needs in the most effective way.
