245 Hammersmith Road is a 330,000 square听foot office-led scheme in West London. The听scheme also includes restaurants, retail, a new听public plaza and secluded park which will be听open to the public. The ambition is for the听new public realm to be an important part of听regenerating the centre of Hammersmith.

Legal & General commissioned Social听Value Portal to quantify the social value of听the development to help evidence their听commitment to delivering social value,听as set out in their corporate social value听policy. Whereas most of their real estate听portfolio consists of assets that are already听built, 245 Hammersmith Road provides an听opportunity to measure the social value听delivered through construction.

The results have been shared across the听supply chain, with the council and other听community stakeholders. The results of the听measurement during construction phase听have been used by Legal & General and听Social Value Portal to update targets and听priorities for social value delivery in the next听stages of development.

Measurement Approach

The National Social Value Measurement /听TOMs Framework was used on this project.听The framework was localised to be able to听reflect the council priorities and the needs of听the local community. The Social Value Portal听then embedded the measures onto the听online platform, 鈥渢he Portal鈥�, to ensure that听targets are met throughout the lifetime of a听development.

Measured Outcomes

Transparency: The National TOMs听Framework and guidance includes publicly听available rationales for all proxy values.

External assurance: The contractor and asset owners upload evidence to the Portal听which is evaluated by Social Value Advisors听to ensure that there is no overclaiming and听the calculated value is accurate and robust.听The National Social Value Measurement听Framework was developed by the National听Social Value Taskforce, which is a crosssector organisation, chaired by the Local听Government Association.

Future considerations: Greater input from听the local community on the scope of the听outcomes so that the 鈥渟ocial value action听plan鈥� for the contractor can respond to听those needs in the most effective way.
